An independent city with its own Building & Safety Division, Planning staff and fire department. Montebello projects follow Montebello rules, not Los Angeles or County procedures.
Women-owned, Los Angeles-based permit expediting firm. We apply the same city-by-city discipline we use in Whittier and Downey to Montebello homes, storefronts and industrial buildings. Free initial consultation: call 213-277-8777.
Montebello is an incorporated city east and southeast of Los Angeles. It is not a Los Angeles neighborhood, and a permit strategy built around LADBS habits will stall at the Montebello counter.
The city mixes established single-family neighborhoods, multifamily buildings, busy commercial corridors along Whittier Boulevard and Beverly Boulevard, and industrial and warehouse districts. Typical projects include kitchen and bath remodels, additions, garage conversions and detached ADUs, storefront tenant improvements for restaurants and retail, warehouse racking and mezzanine work, and reuse of older retail or industrial buildings for new tenants, including recreation and family entertainment uses.
Because city limits in this part of the county are irregular, neighboring addresses can fall in Montebello, unincorporated County territory or another city. Mailing addresses and ZIP codes do not settle the question. We verify jurisdiction by address and APN before any drawings are prepared.
Each agency below has a defined role. Confusing them is the most common reason Montebello applications are filed in the wrong place or missing a review.
City of Montebello Building & Safety
Issues building permits and performs plan review and inspections for parcels inside city limits under the 2025 California Building Standards Code and the Montebello Municipal Code.
City of Montebello Planning
Confirms zoning, use eligibility, setbacks, parking and any discretionary approvals before or alongside building plan check.
Montebello Fire Department, Community Risk Reduction
The City's own fire department reviews fire and life safety, including separate fire sprinkler and fire alarm submittals and conditions where triggered.
Not LADBS and not County Building and Safety
LADBS applies only within the City of Los Angeles. County Building and Safety serves unincorporated addresses. Neither is an alternate reviewer for a Montebello parcel.
Separate agencies by scope
County environmental health review applies to regulated food facilities, and utilities, air quality or other agencies may apply depending on the work.
The City's plan review page states that projects are reviewed under the 2025 California Building Standards Code and the Montebello Municipal Code, and that submittals go through an electronic plan review portal. Plans must clearly show the owner, APN, address and legal description, a written scope of work, construction type, occupancy classification, building area, a site plan with setbacks, foundation, framing and roof details, Title 24 energy documentation, and structural calculations and soils reports when applicable.
Electrical, mechanical and plumbing work receives separate review when the scope triggers it. Incomplete cover sheets are a frequent cause of early rejection, so we check every required item before upload rather than waiting for the first correction letter.
Montebello operates its own fire department. Its Community Risk Reduction Division handles fire engineering and plan review, separate from building plan check. Fire sprinkler systems, fire alarm systems and fire conditions on commercial and industrial projects are reviewed on their own track, often as deferred submittals prepared by the fire protection contractor.
Whether a tenant improvement, warehouse upgrade or change of use triggers new or modified sprinklers depends on the scope, occupancy and the City's current fire code amendments. We verify the current ordinance and the fire department's requirements for each project rather than relying on a quoted threshold, because older municipal pages can carry historic text.
Much of Montebello's housing dates from the mid-twentieth century, so remodels often uncover older wiring, undersized electrical panels, unpermitted patio enclosures or converted garages. State ADU law shapes what the City may require, but setbacks, utility capacity, fire separation and Title 24 compliance still apply. Our ADU permit service covers design coordination through final inspection.
Commercial work on Whittier and Beverly Boulevards usually starts with a change-of-use question: is the new tenant the same occupancy as the last one, and does the parcel have the parking the City requires? Restaurants add kitchen exhaust, grease interceptors and County environmental health review for food service. Our tenant improvement service scopes these items before a lease is signed.
Industrial buildings bring racking, mezzanines, dock work and sprinkler design for the stored commodities, covered in our warehouse and industrial permit service. Converting a large retail or warehouse box to an assembly use such as an indoor trampoline park or arcade requires a new occupancy analysis, exits, fire protection and a certificate of occupancy; see our family entertainment center permit guide. For any site you have not committed to yet, a feasibility study answers the zoning and code questions first.
| Project Type | When It Applies | Typical Review Path | Parcel Check |
|---|---|---|---|
| Kitchen, bath or interior remodel | Structural, electrical, plumbing or mechanical changes | Building permit with trade reviews as triggered | Permit history, unpermitted work, Title 24 |
| ADU or garage conversion | New or converted dwelling unit | Planning ADU standards, then building plan review | Setbacks, utilities, fire separation, easements |
| Addition | New floor area | Planning zoning check and building plan review | Setbacks, lot coverage, structural and soils |
| Storefront tenant improvement | Retail, restaurant or office on Whittier or Beverly Boulevard | Building TI plan review; fire review as triggered | Change of use, parking, accessibility, health review for food |
| Warehouse or industrial upgrade | Racking, mezzanines, new occupancy or equipment | Building and fire review | Commodity class, sprinklers, structural, egress |
| Family entertainment or reuse project | Assembly use in former retail or warehouse | Planning use eligibility, building and fire review, new CO | Occupant load, exits, sprinklers, alarm, parking |
These are nonbinding planning estimates assuming complete, coordinated plans, not published City timelines. Montebello calculates fees from its master fee schedule, linked from the City's permit fee page; LADBS fee tables do not apply.
| Project | Planning Estimate | Fee Basis |
|---|---|---|
| Interior remodel with trade permits | 3 to 8+ weeks | Valuation-based permit, plan review and inspection fees per master schedule |
| Garage conversion ADU | 8 to 16+ weeks | Plan review, permit, trade and any utility or impact fees |
| Detached ADU or addition | 12 to 24+ weeks | Plan review, permit, structural and soils where required, school fees where triggered |
| Commercial tenant improvement | 8 to 20+ weeks | Building, fire and any health review fees |
| Warehouse, assembly or change of use | 12 to 32+ weeks | Planning, building, fire sprinkler and alarm review, new certificate of occupancy |
No fixed agency fees or approval dates are implied. Actual cost depends on valuation, scope, number of trades, fire review, corrections and reinspections.

We track building, electrical, mechanical and plumbing review as triggered and manage one correction log.
Fire review
We coordinate Community Risk Reduction review and deferred sprinkler and alarm submittals where required.

No. Montebello is an independently incorporated city east and southeast of Los Angeles. LADBS does not issue permits there. The City of Montebello Building & Safety Division and Planning issue local permits, after we confirm the parcel is inside city limits by address and APN.
The City of Montebello has its own fire department. Its Community Risk Reduction Division handles fire engineering and plan review, including fire sprinkler and fire alarm submittals where the scope requires them.
Not for addresses inside Montebello city limits. County Building and Safety serves unincorporated areas, so a nearby unincorporated address follows a different path. County environmental health review can still apply separately to regulated food facilities, but it is not an alternate building reviewer.
The City accepts plan review submittals through its electronic portal. Plans must identify owner, APN, address and legal description, scope, construction type, occupancy, area, site plan and setbacks, structural sheets, Title 24 documentation and soils reports when applicable.
The City states it reviews plans under the 2025 California Building Standards Code and the Montebello Municipal Code. Local amendments can differ from Los Angeles, so we check the current ordinance for each scope.
Fees come from the City's master fee schedule linked on its permit fee page, generally based on valuation, plan review and inspection categories. We do not assume LADBS fees and we do not publish estimated city tariffs; we confirm with the current schedule.
Generally yes, subject to state ADU law, the City's current ADU standards, setbacks, utilities, fire separation and Title 24 energy compliance. We confirm the parcel's zoning and any easements first.
