Its own city, its own Building and Safety Division. San Fernando permits do not go through LADBS, even though Los Angeles surrounds it on every side.
Women-owned, Los Angeles-based permit expediting firm. We work across the northeast San Fernando Valley, including Pacoima and Sylmar, and we know where the city line changes the rules. Free initial consultation: call 213-277-8777.
The City of San Fernando is a small incorporated city of roughly two and a half square miles in the northeast Valley. A parcel one block away in Pacoima or Sylmar follows Los Angeles rules; a parcel inside San Fernando follows San Fernando's.
That distinction matters more than most owners expect. The zoning code, fee schedule, forms, plan reviewers, inspectors and online portal are all the City of San Fernando's own. LADBS has no permit authority inside city limits, and neither does Los Angeles County Public Works Building and Safety, which serves unincorporated areas. Owners and contractors who are used to LADBS sometimes prepare plans to Los Angeles standards, file the wrong application, or budget with Los Angeles fees. Each of those mistakes costs weeks.
Typical San Fernando projects include ADUs and garage conversions on single-family lots, kitchen and bath remodels, additions, block walls and fences, storefront tenant improvements along San Fernando Road and Truman Street and the surrounding commercial blocks, restaurant and retail build-outs, and changes of business occupancy in existing buildings. Our job is to confirm the jurisdiction, identify the correct City forms and move the file through review without surprises.
The City's Community Development Department houses both planning and the Building and Safety Division. Its official Building and Safety page identifies Los Angeles Fire Department coordination for fire-code enforcement. That fire-review relationship does not give LADBS jurisdiction over the City's building permits.
City of San Fernando Building and Safety
Part of the Community Development Department at 117 Macneil Street. Issues building permits, performs plan review and inspections for parcels inside city limits.
City of San Fernando Planning
Zoning, site plan review, business occupancy zoning review and any discretionary approvals under the City's own zoning code.
Los Angeles Fire Department (LAFD)
The City identifies LAFD for fire-code coordination. This is a separate review role, not LADBS building-permit jurisdiction inside San Fernando.
Not LADBS
LADBS serves the City of Los Angeles, including neighboring Pacoima and Sylmar, but has no permit authority inside San Fernando.
Not County Building and Safety
County Public Works Building and Safety serves unincorporated areas. San Fernando is incorporated and runs its own building division.
The City's Building and Safety page identifies the division within Community Development at 117 Macneil Street and points applicants to an online permit portal. Simple permits may move quickly, but the City does not guarantee immediate issuance, and anything requiring plan review follows a review, correction and resubmittal cycle like any other jurisdiction.
Code editions deserve a specific note. City web content can list earlier code editions, and California code cycles change on a statewide schedule with local adoption. We do not assume an edition from a web page; we confirm with the City which adopted codes and local amendments apply on the filing date of your application, and we set the plans to that edition.
San Fernando provides an ADU site plan review application. State ADU law limits what any city can require, but the City still reviews setbacks, height, unit size, utilities, parking where applicable, fire separation and structural design. Garage conversions on older homes often uncover unpermitted additions, undersized electrical service or foundation issues that need to be resolved in the same permit.
We do not promise a fixed completion date for an ADU. State law sets review timelines for complete applications, but completeness, corrections, utilities and construction all affect real schedule. Our ADU permit service coordinates design through final inspection.
The City offers a business occupancy zoning review application, which confirms whether a proposed use is permitted at a specific address before you commit. This is the step to complete before signing a lease. If the space needs construction, such as new walls, restrooms, accessibility upgrades, a hood system or electrical changes, a tenant improvement building permit follows, with fire review where triggered.
Our tenant improvement service scopes change of occupancy, accessibility and exiting early, and a feasibility study answers zoning and jurisdiction questions for a site you have not committed to yet.
| Project Type | City Form | Typical Review Path | Parcel Check |
|---|---|---|---|
| Accessory dwelling unit | ADU site plan review application | Planning site plan review, then building plan review | State ADU law, setbacks, utilities, fire separation |
| New business in an existing space | Business occupancy zoning review | Zoning confirmation, then building permits if work is proposed | Permitted use, parking, prior occupancy |
| Tenant improvement | Building permit application | Building plan review with fire review as triggered | Accessibility, exiting, change of occupancy |
| Wall or fence | Walls and fences application | Zoning standards and building review where structural | Height, location, retaining condition |
| Remodel or addition | Building permit application | Plan review or simpler permit depending on scope | Permit history, energy compliance, trades |
| Demolition or larger construction | Construction and demolition waste form | Waste diversion documentation with permit | Diversion reporting and hauler records |
Our nonbinding planning allowances assuming complete plans. They are not municipal service levels, they do not suggest either city is faster, and they are not Ocean Permits rates. San Fernando fees come from the City's own schedule, not LADBS fees.
| Project | Neighboring LA (LADBS) allowance | San Fernando allowance |
|---|---|---|
| Minor trade or over-the-counter scope | Same day to 2+ weeks | Same day to 2+ weeks; not guaranteed |
| Interior remodel with plan review | 4 to 10+ weeks | 4 to 10+ weeks |
| ADU, garage conversion or detached | 10 to 24+ weeks | 10 to 24+ weeks |
| Commercial tenant improvement | 8 to 20+ weeks | 8 to 20+ weeks, plus fire review where triggered |
| New business zoning confirmation | Varies by use | Varies by use and completeness |
No agency fees, approval dates or faster outcomes are implied. Actual timing depends on scope, completeness, corrections, fire review and inspections.
Confirm the city line
We verify by APN that the parcel is inside the City of San Fernando and not in Pacoima, Sylmar or another City of Los Angeles neighborhood.
Zoning and use check
We review the City's zoning for the parcel and whether site plan review or business occupancy zoning review is needed.
Permit history
We look for prior permits, unpermitted work and prior occupancy that affect the new scope.
Code edition and forms
We confirm the code adoption that applies on the filing date and assemble the City's current forms.
Submittal
We file through the City's online portal or counter process with complete drawings and reports.
Corrections and fire coordination
We track building, planning and fire comments in one log and resubmit consistently.
Issuance and inspections
We confirm City fees, schedule inspections and close out with final sign-off.
No. San Fernando is a separate incorporated city surrounded by Los Angeles neighborhoods such as Pacoima and Sylmar. Building permits come from the City of San Fernando Community Development Department, Building and Safety Division, not LADBS and not County Public Works.
The City lists its Community Development Department, Building and Safety Division at 117 Macneil Street. Confirm counter hours and appointment practice with the City before visiting.
The City provides an online permit portal. Some simple permits may be processed quickly, but the City does not guarantee immediate issuance, and plan-reviewed projects still go through review and corrections.
The City's Building and Safety Division identifies the Los Angeles Fire Department (LAFD) as its fire-code coordination partner. Fire review does not move the building application to LADBS: the City of San Fernando still issues the building permit. Confirm the required fire submittal and sign-offs for your scope with the City.
Use the code edition the City has adopted and in effect on your filing date. Some City web pages list older editions, so we confirm the applicable adoption with the City before plans are finalized.
Yes. The City offers ADU site plan review application materials, and ADUs are reviewed under state ADU law and City standards. Timing depends on plan completeness and corrections; no fixed completion date is guaranteed.
The City provides a business occupancy zoning review application. New tenants commonly need it to confirm the use is allowed at the address, and a tenant improvement may also need building permits.
